Rob Houwen

Chair

Rob is the Dealer Principal of Geraldton Toyota and the Chair of Midwest Community Enterprises Limited, which operates the Geraldton branch of Bendigo Community Bank.

He has previously served as President of the Mid West Chamber of Commerce and Industry, President of the Rotary Club of Geraldton Greenough, and President of the Brigades Football Club.

Rob is a long-term Geraldton local and has deep connection to the Mid West community. 

Rob commenced his tenure as Chair in 2022 as a Ministerial appointment.

Hayley Palmer

Deputy Chair

Hayley oversees the general management of Dongara-based distillery, Illegal Tender Rum Co and associated restaurant, The Common Place.

Hayley plays an active role in our tourism and food industries, as a member of industry representative bodies, Tourism Geraldton Mid West and Mid West Food Industry Alliance.

She is also a dedicated community member, fulfilling roles such as Councillor for the Shire of Irwin and volunteer officer and vice chair of the committee for St John Ambulance in Dongara.
Hayley was a Community appointment to the Board in 2020.

Emma Foulkes-Taylor

Board Member

Emma and her family live on a station in the Shire of Murchison, for which she has been a Councillor since 2015. Emma is an active member in both the Murchison and Mullewa communities, with executive roles in several community groups. From tutoring her own children through School of the Air, Emma has a strong interest in rural education.

She was President of the Isolated Children’s Parents’ Association (ICPA) of WA from 2008-2011 and a co-founder of the ICPA Midwest Branch, of which she was President for six years. 

Emma was a Local Government appointment to the Board in 2020.

Caris Collard

Board Member

Caris is a descendant of the Yamatji and Noongar peoples of WA. 

She has held senior roles with BHP as a recruitment specialist, and with Wesfarmers Chemicals, Energy and Fertilisers as a Recruitment Services Portfolio Manager and Aboriginal Procurement Advisor.

Caris now operates her own business, Wila Winju Consultancy, providing reconciliation plan development, cultural awareness training, and specialist employment and recruitment services advice. 

Caris was a Community appointment to the Board in 2022.

Andrew Greaves Jr

Board Member

Andrew has an extensive history in project management, with experience in the civil and mining, business enterprise and community services sectors.

For the past five years Andrew has developed his passion for the Mid West community, delivering Community Development Education Program activities in Mullewa, Morawa, Yalgoo and Three Springs as well as remote communities such as Pia Wadjarri in his role as Manager at MEEDAC. 

Andrew was a Community appointment to the Board in 2022.

Jerry Clune

Board Member

Jerry is a City of Greater Geraldton Councillor and represents the region on the Board of the Mid West Sports Federation and as the chairperson of both the Mullewa and Greenough Bushfire Advisory Committees.

Jerry has had a long association with administration of sporting clubs within Geraldton and currently holds the position of chair of the Wonthella Oval Management Committee.

Jerry and his family run a mixed livestock and cropping enterprise at Bringo, to the east of Geraldton.

Jerry was a Local Government appointment to the Board in 2022.

Nils Hay

Board Member

Nils is Chief Executive of the Mid West Development Commission and is a member of the Board by virtue of this position.
